Pros & cons

Pros

  • IP44 outdoor protection, optionally heated (winter package -20 °C), stainless steel enclosure with 25+ years service life per TÜV design
  • KEBA KePlug IoT platform: real-time monitoring, automatic service alerts, REST API for integration with logistics systems (DPD, DHL, proprietary carriers)
  • Multi-carrier capable: retrieval codes via NFC, QR, PIN and optional KEBA app – no dependence on a single parcel service provider
  • Modular system: 16 or 20 compartments in the base version, expandable to up to 120 compartments via side module expansion – without new main unit

Cons

  • Significant market lead of DHL Packstation (over 12,000 locations in DE) – KEBA system brand awareness among end users remains low
  • High entry price (€18,500–35,000 depending on configuration) and installation effort (foundation, power connection, data line) makes spontaneous deployment unrealistic

Review

Design & Structure

The KEBA KePol FS-16/20 (FS = Freestanding, 16/20 = compartment count) is a modular outdoor parcel locker from Austrian KEBA Group, a technology company founded in 1968 in Linz that originally focused on industrial automation and has developed since the early 2010s into a leading provider of parcel and locker systems. The device targets municipalities, residential developers, retailers, property managers and logistics service providers who want to establish or expand parcel infrastructure without depending on DHL Packstation or DPD Pickup-Parcelstations.

The base model comprises 16 compartments in different sizes (S, M, L, XL – depending on configuration), designed for parcels up to 60 × 40 × 60 cm. The 20-compartment model offers greater capacity through a larger base width but with identical footprint (approx. 900 × 530 mm without expansion module) is scarcely more voluminous than the 16-unit. The system is modular: up to six additional expansion modules can be flanged on the sides, allowing a KePol installation to reach up to 120 compartments – without a new control unit.

The enclosure is made from powder-coated steel with stainless steel accents and designed for IP44 protection (dust control and protection against splash water from all directions). The winter package (optional) supplements enclosure heating that ensures trouble-free operation down to -20 °C ambient temperature – relevant for North German and Alpine-region locations with frost and snow periods. The total height of the FS-16 is approximately 1,850 mm, weight approximately 320 kg (empty). Foundation and power connection (230 V, 16 A) as well as network connection (Ethernet or LTE) are prerequisites for installation.

Technology & Functions

The technical backbone of the KePol FS is the KEBA KePlug platform: a cloud-based IoT backend that handles full remote management of the parcel locker. Carriers and operators can announce parcel deliveries via REST API (PIN reservation, QR code generation), view compartment fill levels in real time and have service technicians automatically notified of faults. The dashboard is browser-based and thus usable on all end devices. KEBA also offers a white-label app for operators through which recipients receive their retrieval code, manage delivery notifications and – with appropriate configuration – can forward parcels to third parties.

Retrieval is available via: PIN code (4–8 digit, configurable), QR code (KEBA app or email), NFC chip (MIFARE/ISO 14443 compatible) or barcode scan (for carrier proprietary systems). This multi-access concept is a decisive advantage over some competitors that rely on proprietary apps. For accessibility, a control panel at 800 mm height (DIN-compliant, wheelchair) is optionally available; the touchscreen and keypad are operable even with gloves.

Compartment management allows assignment of compartment sizes by package dimensions automatically by the system or manually by the carrier dispatcher. Parcels not retrieved longer than the configured storage period (default: 3 business days) automatically trigger an escalation notification – via SMS, email or push. Carrier integration is standardized via SOAP/REST API; KEBA supports direct connections to DPD, Hermes/Evri, GLS and proprietary white-label carriers; the system is not DHL Packstation compatible as DHL operates a proprietary system.

Capacity & Compartment Configuration

The capacity of the KePol FS-16/20 is variable depending on compartment configuration. The standard FS-16 model typically includes 4 × S compartments (up to 30 × 20 × 40 cm), 8 × M compartments (up to 40 × 30 × 50 cm), 3 × L compartments (up to 50 × 40 × 60 cm) and 1 × XL compartment (up to 60 × 50 × 80 cm). Thus the system covers over 85 % of standard parcels delivered by KEP service providers in Germany (source: Fraunhofer IML, parcel size distribution 2023). Large parcels (60 cm limit) or bulky goods must resort to conventional retrieval methods.

The FS-20 offers 4 additional M/L compartments and suits locations with higher parcel volumes, e.g. residential buildings with > 50 units or retail spaces with intensive click-and-collect usage. For very high throughputs (> 100 parcels/day), KEBA recommends cascading two or more FS units via the expansion modules.

An often-overlooked aspect is temperature control: the standard KePol FS model is designed for ambient-temperature parcels (electronics, fashion, books, etc.). KEBA offers no chilled or frozen variant for foodstuffs. For food parcel delivery (meal kit boxes, pharmacy deliveries), specialized chilled parcel lockers from other manufacturers (e.g. Cleveron Cool, HIVE Box chilled) are better suited.

Operation & Maintenance

Operation of the KePol FS is straightforward from the recipient's perspective: receive notification email or push with retrieval code, go to the locker, enter code or scan QR code, compartment opens automatically, retrieve parcel, done. Retrieval typically takes 30–60 seconds. The 7-inch touchscreen guides users visually through the process and supports multiple languages (German, English and others depending on customer configuration).

From the operator's perspective, maintenance effort is low: the system has no moving parts (no conveyor, no robotics), so mechanical failures are rare. The most common service reasons are: parcel-in-compartment jams (parcel too large for assigned compartment), cleaning of touchscreen and keypad, and battery replacement of the UPS (uninterruptible power supply, optional). KEBA offers service contracts with remote diagnostics and on-site response time of 8–24 hours depending on SLA.

Power supply is not critical: the device consumes 100–200 W in normal operation (heating: +200–400 W in winter). Power failure backup via optional UPS secures, according to the manufacturer, up to 8 hours continued operation for access systems and IoT reporting. Network connection (Ethernet preferred, LTE as fallback) is the only critical infrastructure point – backend failure results in 'offline mode' in which stored PINs are validated locally.

Sustainability & Operating Costs

The KEBA KePol FS has a stated design life of > 25 years (TÜV-verified mechanical design), making it one of the most durable infrastructure investments compared to other locker categories. The stainless steel enclosure is corrosion-resistant and weathering-resistant; spare parts (locks, compartment covers, control boards) are guaranteed by KEBA for at least 15 years after production end.

From a sustainability perspective, a parcel locker addresses part of the 'last-mile' problem in logistics: delivery personnel must make fewer individual delivery attempts since the parcel locker is available around the clock. Studies by Fraunhofer IML (2022) show that parcel lockers generate 30–50 % less CO₂ per delivered parcel than home delivery when multiple parcels are bundled in delivery. The ecoGrade rating B reflects this systemic sustainability impact, less the high primary energy expenditure for the steel construction.

Monthly operating costs are low: electricity (~€15–25/month without winter heating, ~€40–70/month with winter heating), service contract (optional, €50–150/month depending on SLA) and network connection (LTE SIM: €10–20/month). With a usage fee of €0.20–0.40 per delivery (standard industry operator fee for carriers), an FS-20 amortizes at 50 deliveries/day within 36–60 months.

Prices & Economics

The KEBA KePol FS-16 has a list price of approximately €18,500–22,000 net (excluding installation), the FS-20 is €22,000–28,000. Each expansion module (8–10 compartments) costs an additional €4,000–8,000. Installation costs (foundation, power connection, network, assembly) typically run €2,000–5,000 depending on local conditions. Thus a turnkey KePol FS-16 including installation is achievable for €20,500–27,000.

For financing, KEBA offers leasing (5-year term, ~€400–600/month for FS-16) and lease-to-own. For municipalities and public contractors, there are framework agreements. Residential developers typically finance such systems from operating funds and refinance via a rent surcharge arrangement with parcel service providers (DPD, GLS, Hermes) who pay a site fee for each pickup point.

Economics depend significantly on parcel volume. At < 20 parcels/day, a KePol FS is economically sensible (service quality) but not per se profitable from a pure ROI perspective. At 50 parcels/day and €0.30/delivery to the operator, the unit pays for itself after approximately 4–5 years. For real estate developers, the parcel locker is also a sales and rental argument for their residential units and can be refinanced through higher rents.
